Man charged with DUI, reckless homicide in Elgin crash

ELGIN, Ill. (Sun-Times Media Wire) - The driver accused of causing a fatal car crash in northwest suburban Elgin last week not only was fleeing from police, but was under the influence of drugs or alcohol at the time, authorities claim.

Steven T. Luellen, 34, is charged with five counts of aggravated DUI and one count of reckless homicide, as well as misdemeanor counts of driving on a revoked license and operating an uninsured motor vehicle, Elgin Police Cmdr. Glenn Theriault said.

The crash occurred at about 5:08 p.m. on Tuesday, May 27 at Liberty and Jefferson streets, the Elgin Courier-News is reporting.

Luellen was driving a 2011 Nissan Maxima eastbound on Jefferson at a high rate of speed when the vehicle failed to stop for the stop sign at Liberty (Route 25) and struck a 2002 Mazda MPV travelling northbound on Liberty, police claim.

The MPV overturned and came to rest after it struck a house at the northeast corner of Liberty and Jefferson.

The sole occupant of the MPV, 35-year-old Miguel A. Agustin-Tellez, of the 1800 block of Endicott Circle in Carpentersville, was transported to Advocate Sherman Hospital in Elgin, where he was pronounced dead.

According to police reports, officers tried to stop Luellen’s vehicle prior to the crash because Luellen is wanted on an Illinois Department of Corrections parole violation warrant.

The officers discontinued their attempt to stop the car after it sped up. But about four blocks later officers saw the vehicle had crashed, Theriault said.

Agustin-Tellez died from multiple injuries he suffered in the crash, the Kane County Coroner’s office said.

Luellen, of the 300 block of Jefferson Street in Elgin, was taken to St. Alexius Hospital in Hoffman Estates with what police described as serious but not-life-threatening injuries. He was charged after he was released from the hospital Monday.

His passenger, a 35-year-old Elgin woman, was taken to Advocate Sherman in critical condition but she is expected to survive, police said.

At the time of the crash, Luellen was on parole serving a 30-month sentence for a 2012 Kane County conviction of aggravated fleeing and eluding police, prison records show.

He has five other previous convictions from Kane County dating back to 1999, for reckless discharge of a firearm, aggravated battery, theft, mob action and burglary, prison records show.

Luellen was taken to the Kane County jail pending a bond hearing.
