A University of Chicago neurologist was arrested Friday after being seen masturbating in front of a window in north suburban Deerfield, Deputy Police Chief Tom Keane said.
Jeffrey Frank, 53, of Lincolnshire, was observed standing naked in front of a window masturbating by two children, according to a news release from the Deerfield Police Department. Though he left the window before police arrived, a subsequent investigation revealed Frank’s identity, the Pioneer Press is reporting.
Frank was charged with public indecency and disorderly conduct, both misdemeanors, after voluntarily surrendering to Deerfield Police May 16. He was released on bond and will appear in Cook County Criminal Court at 10:30 a.m. June 19, according to the release.
The May 16 arrest was not Frank’s first brush with this kind of offense, according to Keane.
“During the course of the investigation, we learned in 2006 he was observed masturbating in front of a group of juveniles in public in Wilmette and was subsequently arrested,” Keane said.
In that case, Frank pled guilty on Jan. 10, 2007, to one count of public indecency, also a misdemeanor, was fined $705 and placed on court supervision, according to Cook County State’s Attorney Spokesperson Steve Campbell. The supervision was terminated Dec. 18, 2008.
