Some concealed carry apps objected to for applicants' past crimes

Officials overseeing Illinois’ new concealed carry gun law say they're surprised. On one hand, far fewer people than expected have applied for permits. On the other, some who have applied have serious arrest records.

Sheriff Tom Dart recently revealed that some high-ranking street gang leaders have applied for licenses to carry concealed, loaded firearms. However, they're not the only applicants who've prompted Dart to object.

“Oh, yeah. People arrested for murder, people arrested for sexual assault, you name it; they aren't shy about applying to carry a gun,” said Dart.

The sheriff's objected to the applications for a concealed carry gun license of 1,242 Cook County residents. He said state officials have overruled more than half his objections and, nonetheless, granted licenses. Illinois’ granted 12,186 concealed carry licenses in Cook County, among 48,280 statewide.

While a spokesman for the National Rifle Association declined to comment on the number of applicants with troubled backgrounds, gun control activists said it shows the new law needs to be tightened up.

“We're thrilled with Sheriff Dart's work he's been doing on this. And we hope sheriffs and law enforcement across the rest of the state is doing the same work he'd be doing,” said Colleen Daley of the Illinois Council Against Handgun Violence.

About 70,000 Illinoisans have applied for licenses to carry a concealed, loaded firearm. That's far fewer than the 300,000 to 500,000 applicants that had been forecast by supporters of the new law, including its chief sponsor, State Rep. Brandon Phelps.

"A lot (of Illinoisans) still can't believe it's the law. I think you will see more apply," Phelps said in a statement Monday night.

On the other side, Daley fires back.

“People don't want to carry firearms. And I think these numbers show that our thoughts were correct,” added Daley.
