Illinois Senate adjourns without vote on tax plan

SPRINGFIELD, Ill. (AP) -- The Illinois Senate has adjourned without voting on a progressive income tax plan, effectively killing an effort to put it on the November ballot.

The sponsor says more work is needed to convince legislators to back it.

Tuesday was the last day that the Senate could have voted to put the question on the November ballot ahead of a May 4 deadline.

State Sen. Don Harmon is an Oak Park Democrat who sponsored the measure. He said he had Senate support but wanted to see if the House would follow.

He couldn't get enough House votes Tuesday. He says the tax vote is a "big decision" that requires "more time and education" before it's approved.

The graduated structure with higher rates for wealthier residents would replace the current flat tax.
