Detroit mayor takes part in investiture ceremony

DETROIT (AP) -- Detroit Mayor Mike Duggan, members of the City Council and police commissioners participated in a ceremony celebrating the city's future.

Attendance to the event was by invitation only.

Duggan started his term as mayor last Wednesday. He has limited powers because Detroit's finances are controlled by state-appointed emergency manager Kevyn Orr.

Orr is leading Detroit through the largest municipal bankruptcy in U.S. history.

Duggan is an ex-chief executive of the Detroit Medical Center. He's said that he and Orr have agreed to share some of the duties in running the city.
