Man wins fight against city, HUD after being fined for property he didn`t own

A south suburban man who has been fighting bureaucratic red tape all year has received a great Christmas gift.

The story of a small South Side businessman battling both the city of Chicago and the Federal Department of Housing and Urban Development is like the Chicago version of David versus Goliath.

For the past year, the city has been trying to collect thousands of dollars from Andre Ellis for mowing the weeds on a vacant lot in the Morgan Park neighborhood. The problem is, Ellis and his wife lost their home more than 15 years ago when HUD foreclosed on their mortgage and then tore the house down.

FOX 32 broadcast the story last September and after, Ellis continued to go to court to fight the city without success.

That is, until now.

Last Friday, an administrative law judge looked at Ellis's mountain of evidence and ordered the city to drop its case, reducing the fines and penalties to zero.

"I showed him all the documents and he was offended," Ellis said. "He was offended because the city went after me for this. This is about as nice a Christmas gift that I can ask for. We win."
