More reports of firearms instructors cutting corners on safety training

It's a $100 million gold rush. That's how much Illinoisans are spending on the mandatory gun safety lessons they must complete before applying for a concealed carry license. Now, two Chicago police officers tell FOX 32 News they believe dozens of certified firearms instructors may be cashing in by cutting corners on the training.

Dora Hindman has won multiple first-place awards in the National Police Pistol Combat Shooting Competition. For the last decade, she and John Shilney have been firearms instructors at the Chicago Police Academy. They've taught thousands of cops about the life-and-death decision to shoot or not. And they're very worried at what they're now hearing on the street about the training shortcuts taken by some instructors teaching civilians who plan to carry concealed, loaded handguns.

"Very unhappy is all I can say on TV right now," John Shilney said. "Just very displeased and unhappy."

Officer Shilney used stronger language off-camera at Lombard's Article II Gun Range when discussing the scam a doctor he knows was offered by one enterprising concealed carry trainer, who's apparently still listed on the Illinois State Police website as certified to provide the mandatory 16 hours of instruction.

"They said, ‘if you can't do the 16 hours, well, we'll shorten it for you. We'll qualify you and get it done in less than 16 hours,'" Shilney explained.

Shilney and Hindman provide a minimum 80 hours of instruction and firearms practice to the Chicago cops they teach. And still, there are tragic mistakes. They fear what poorly prepared civilians may do on the street.

"You have the students who could get hurt in the shooting, if they are not trained properly," Dora Hindman told FOX 32. "You have the citizens of Illinois who could get hurt if they're bystanders in the shooting."

Officers Hindman and Shilney share the sentiment expressed by the executive director of the Illinois State Rifle Association. They'd like to see criminal prosecution of the shady trainers.
