MUNDELEIN, Ill. (FOX 32 News) -

Police are asking for the public's help in identifying a man who abducted a 3-year old north suburban girl on Monday, then returned her a short time later.

The abduction occurred at about 5:30 p.m. Monday from the entrance to a condominium complex at 555 Deepwoods Dr. in Mundelein, according to a statement from Mundelein police.

The male suspect had been seen earlier in the day handing out candy to children in the area, police said. He was also reported to be in the area the day before.

Before the abduction, the girl was walking with her mother and older sister to a building in the condo complex. When the mother went ahead, the man pulled up in a car and had a "brief conversation" with the children before grabbing the 3-year-old, Mundelein Police Chief Eric Guenther said.

Witnesses saw the car drive away toward Route 45, her said, but about 30 minutes later, a resident saw the girl running in one of the complex parking lots, he said.

A neighbor happened to have a video camera focused on this parking lot to protect his vehicle and police say it captured the entire drop off.

Officials say the suspect is described as a Hispanic man 20-30 with short curly hair and a goatee. He was driving a black compact car with custom wheels, possibly a navy blue or black 2006-08 Hyundai Accent 4-door.

Neighbors on Deepwoods Drive in Mundelein are being extra cautious since the incident. In the 26 years Tari Phillips has lived in the area, she's never heard of a child being kidnapped.

"For this to happen, we were shocked to hear it," she says. "Horrified that a poor little three-year-old girl would get grabbed like that. It's so sad."

Police are "strongly" encouraging residents to call (847) 968-4600 if they see anything or anyone suspicious in their neighborhood.

Police are looking for his car--a black or navy 4-door Hyundai Accent 2006 to 2008 model with aftermarket tires.

The chief says the child appeared to be unharmed, but they're still awaiting further testing.

"I think there was a sense of relief when she was returned, yet there's still a lot of questions as to why this took place," the chief explained.

A sketch of the suspect is expected to be released Wednesday morning.
