WASHINGTON -

The FBI says the man who killed 12 people at the Washington Navy Yard was suffering from delusions and thought he was being controlled by extremely low frequency electromagnetic waves.

In fact, investigators found four statements etched onto the side of the gun Aaron Alexis used in the rampage, including one that made direct reference to the belief he was under attack.

In the week and a half since the murders, investigators have uncovered evidence the Navy Yard contractor was losing his mind and tormented by his deteriorating mental health.

At a news conference Wednesday, the FBI said Alexis drove his rental car onto the grounds of the Navy Yard the morning of the 16th with a sawed off shotgun in a backpack and enough ammunition to carry out his assault.

In a 30-second video released by the FBI, Alexis is caught on several surveillance cameras looking for victims as he makes his way through the hallways and stairwells of Building 197.

"Shortly after his arrival in the building and over the course of approximately one hour, Alexis shot and killed 12 victims and wounded four surviving victims before he was shot and killed by law enforcement officers," said Valerie Parlave, Assistant Director of the FBI’s Washington Field Office.

Parlave said Alexis etched "This is my ELF weapon" onto one side of the gun along with "End to the torment," "Not what ya'll say" and "better off this way.”

“There are indicators Alexis was prepared during the attack and that he accepted death as the inevitable consequence of his actions,” said Parlave. “There is no indication to date that Alexis was targeting specific individuals.”

In fact, the FBI says investigators have uncovered no previous relationships between Alexis and the 12 people he killed.

In a timeline released by the FBI, Alexis shot his first victim at 8:16 a.m. and went between the fourth and first floors for an hour before being shot dead at 9:25 a.m.

In a search of the shooter’s electronic media, the FBI says investigators discovered a reference to his plans and why.

"A document retrieved from electronic media stated, ‘ultra low frequency attack is what I have been subject to for the last three months and to be perfectly honest that is what has driven me to this’" she said.

Alexis carried out his assault exactly one week after beginning his work at the Navy Yard and two days after buying a gun.

In its statement, the FBI tried to define "ELF" technology. "ELF" stands for extreme low frequency signals and the FBI's explanation is quite complicated. It says "ELF" was a legitimate program used for Navy submarine communications. But there are others, conspiracy theorists who say “ELF” is a kind of technology used to control someone's mind.


The following timeline details Alexis’ activity during the morning of September 16, 2013:

7:53 am Alexis’ rental car, a blue Toyota Prius with New York plates, entered Parking Garage #28 at the Washington Navy Yard, located directly across from Building #197.

8:08 am Alexis exited Parking Garage #28 on foot carrying a backpack. Alexis entered Building #197 and proceeded to the elevator.

8:09 am Alexis exited the elevator on the 4th floor and entered the men’s bathroom carrying a backpack and a clipboard.

8:15 am Alexis crossed the hallway into the 4 West area of Building #197 with shotgun,

but without the backpack or a clipboard.

8:16 am Alexis shot the first victim in the 4 West area of Building #197.

8:17 am First 911 call is received from the 4th floor of Building #197.

8:20 am Alexis left the 4th floor using the stairs and entered the 3rd floor.

8:28 am Alexis appeared on the 1st floor.

8:57 am Alexis returned to the 3rd floor.

9:25 am Law enforcement shoot and kill Alexis on the 3rd floor.

Both weapons used by Alexis were recovered at the scene and have been submitted to the FBI Laboratory for forensic analysis. The Remington 870 shotgun had been altered with a sawed-off barrel and stock. Purple duct tape covered the end of the stock and handwritten etchings were present on various parts of the shotgun. Etched into the barrel of the shotgun were the words “End to the torment!” Etched into the right side of the shotgun receiver were the words “Not what yall say!” and etched into the left side of the receiver were the phrases “Better off this way!” and “My ELF weapon!”
