Fox 2's Charlie LeDuff has learned that Detroit City Council President Charles Pugh made a request to take three to four weeks for medical leave.  It came on the same day that Pugh failed to appear at a formal City Council session, the second such meeting he has missed recently.

"The Emergency Manager Office has informed the Council Member Pugh that we don't have authority to accept a leave of absence. There's no provision in the City Charter that would allow an elected official to take a leave of absence, and so we've informed him that we're not going to accept it, that he has until five o'clock tomorrow to decide if he can execute the duties of the office to which the people of the city elected him," said spokesperson Bill Nowling. "We expect people to show up for work."

Pugh recently deactivated his Twitter and Facebook accounts.  He is usually easy to spot in the public eye, but recently has remained out of view.

Last week, Pugh disappeared without explanation and left his car behind, causing concern at City Hall. He said he was down in the Carolinas.

Here's what Pugh put into a memo to Orr:

"Consider this memorandum a formal communication regarding my time from the City Council table.  I am beginning a brief medical leave of absence for approximately 3-4 weeks effective today, June 25, 2013.  All council matters will be referred to the President Pro-Tempore, of which my staff will report to.  Thank you!"

Pugh's request for leave comes on the heels of the resignation of Council Member Kwame Kenyatta and in the hours leading to Council President Pro Tem Gary Brown's expected move to take a job in Orr's emergency manager office.
