Man accused of torturing, assaulting toddler in Northville Twp.

NORTHVILLE TOWNSHIP, Mich. (WJBK) -

In Northville Township, a 19-year-old man is accused of torturing and assaulting an almost two-year-old toddler.

"I'm angry. I'm hurt. I don't understand who could do this to a baby," said Victoria Busch.

Just out of the hospital, her 23-month-old son, Joshua, is still bandaged and bruised after police say her sister's boyfriend, 19-year-old Dylan Dunlap, beat the toddler from head to toe and held a lighter to his skin burning the child all over his small body.

Busch and her sister live in neighboring buildings in Northville Township's North Ridge Apartments. Sometimes while she is at work, Busch's sister watches her son, and her boyfriend is there. Monday morning, Busch called to check in.

"I called Dylan, and I was like, "How did everything go?" And he said, "I don't think you should take him to daycare.  He has some bruises."  And I said, "What do you mean? What happened?" He said, "The dog attacked him."  And I said, "Send me some pictures." He sent the pictures, and I said, "A dog did not do this," she explained.

Busch called police immediately and then headed to the apartment to get her son. She claimed her sister was hiding, and Dunlap was watching television.

"The police officer was like trying to talk to them. They didn't seem to care about anything, and they were just like basically just sitting there doing nothing, and Joshua was sitting there crying," Busch said.

"They surrounded the place. The girl with the baby gets in an ambulance. They leave. 20 minutes later, a whole bunch of cops come back, and then that's when they arrest the kid," a neighbor said.

Dunlap has been charged with first-degree child abuse, torture and assault and intent to do great bodily harm.  If convicted, he could spend up to life behind bars.

Busch said she hasn't spoken to her sister, who told police she was at the store at the time.

"I've known him for almost a year, and he's been around Joshua and never anything like that happened. I don't understand what could have happened, why anybody would do that to a baby," Busch said.

Dunlap was arraigned Wednesday. His bond was set at $1 million. His girlfriend has been questioned and released. She wouldn't speak with Fox 2.

Meanwhile, Busch said Dunlap has a history of drug crimes.
