Authorities in Gwinnett County have arrested a caregiver for allegedly shackling an elderly woman to a table. FOX 5 News has learned that the woman was also arrested in DeKalb County earlier this month along with her mother for running an unlicensed personal care home.
Michelle Auddrey Hall was arrested this week in Gwinnett County for False Imprisonment and Cruelty to a Person 65 and over after an exterminator found the victim on the floor of a sunroom inside a one-bedroom apartment at the Preston Lake Apartments in Tucker. The exterminator called 911 to report what he saw.
"I saw her sitting there in the sunroom area on the floor and she had a cuff around her ankle and then it has a longer chain," the man said in the 911 call.
The victim's hands were allegedly cuffed together and her leg cuffed to a table in an unlicensed care home.
"When our officers arrived on scene, the victim was still handcuffed and shackled to the table inside the apartment," said Gwinnett County Police Cpl. Jake Smith.
According to a police report, Hall had been taking care of the victim for three days. She told police that the victim would sleep on a mattress on the floor of the sunroom at night and on the sofa during the day while she would sleep in the bedroom.
The victim, who appeared unresponsive, was taken to the hospital for evaluation and is now in state custody. Gwinnett police said they have not been able to locate the elderly victim's family.
Hall told police that the victim was in the custody of her mother, Ernestine Day.
Police say that along with the handcuffed woman, there were two other elderly patients apparently living in the one-bedroom apartment.
"There were some mattresses against the wall, and by all accounts they would just put the mattresses on the floor and that's where the residents would sleep," Smith said.
Both Day and Hall are expected to appear before a DeKalb County judge in May after having been arrested earlier in this month on charges they were operating a personal care home without a license.
