Atlanta Mayor Kasim Reed is set to receive a report accusing city managers of breaking rules they expect employees to follow.
In one incident just before Christmas, 200 city employees underwent snow preparation training at a ball field. A public works director and a couple of her lieutenants allegedly took a break from the training with alcohol in a city vehicle.
A camera captured the scene; several employees also saw the incident, according to Yvonne Yancy, Atlanta's commissioner of human resources.
The director of the Chester Avenue sanitation yard was terminated after an alcohol test was held, according to Gina Pagnotta-Murphy, the president of Atlanta's Professional Association of City Employees.
"I'm not privy to all of the information that resulted, but I do know that in the end that manager was terminated due to the alleged alcohol that was found," said Pagnotta-Murphy.
FOX 5's Morse Diggs has learned about another embarrassing situation allegedly caused by a manager at a different sanitation yard. A supervisor at Lakewood is under investigation for having unspecified, inappropriate contact with a subordinate.
A source tells Diggs that that manager claims it was just horseplay. It remains under investigation.
The union boss issued a warning on Friday regarding the alleged misbehavior.
"This is a new day and I understand, as they say, a new sheriff in the town -- Ms. Yvonne Yancy -- and she does not have any tolerance for people who blatantly do wrong against the code," said Pagnotta-Murphy.
