This was a murder that happened on May 7th, 1995 in Chicago. Domingo Rodriguez is charged with stabbing Roberto Nino multiple times after an argument on a porch on South Blue Island Avenue in Chicago. Nino died. Cook County prosecutors charged Rodriguez with first degree murder.
Chicago police were unable to locate Rodriguez, who is believed to be a Mexican National and may have fled the area. On August 7th, 1995 a federal warrant was issued charging Rodriquez with unlawful flight to avoid prosecution.
Rodriquez had been arrested several times and is a previously deported felon. The FBI believes he's been using a stolen identity. Investigators are not even sure of his real name, but he has used the alias of Domingo Rodriguez-Torres before.
Right now there is an international manhunt underway for Rodriguez. The FBI says he may have fled to Mexico. But he has connections in Chicago and it's possible, because so much time has passed, he may have felt comfortable enough to return to the area.

Male white/Hispanic.
45 years old.
5' 7'', 150 pounds.
Black hair, brown eyes.
Numerous tattoos, including one on his neck that says "Chino" and one on his right forearm that reads "Guadalupe."
He has been known to also go by the name Domingo Rodriguez-Torres.
He is considered armed and dangerous, if you see him call police.
