A city attorney insisted that there is no widespread practice of such tapings -- and that two incidents in which city officials recorded reporter's interviews with them were mistakes.
The attorney also said measures are being taken to ensure this doesn't happen again.
Recording a conversation without consent of all parties is a felony in Illinois.
