Biggert, Foster Dream Act votes influence race for 13th district

CHICAGO (FOX 32 News) -
Republican representative Judy Biggert will face off against Democratic contender and former congressman Bill Foster for Illinois' 13th district on Nov. 6.
They have locked horns on a number of issues during this heated race, which range from the economy and jobs, to the spending priorities in Washington.
With little independent polling done in this district, there is no clear cut winner going into Election Day.
But this new 11th district includes parts of Aurora and Joliet - areas with large Hispanic populations. In fact, Latinos make up 22 percent of the district. Their polar positions on a hot button topic could be the single most divisive issue for constituents.
Foster said his proudest moment as a congressman was voting for the Dream Act. He sees it as a way to offer permanent residency to illegal immigrants who came to America as kids, and graduated from high school.
But the Senate failed to pass Dream Act and in the House, Biggert voted against the legislation. She favors a comprehensive immigration reform package, and is willing to work on the issue further.
Foster thinks immigrants will back him because of his Dream Act vote, but Biggert's campaign said her vote gains the support of constituents who never liked the legislation.
