A man is facing felony charges in a road rage shooting that took place in the parking lot of the Isanti Police Department over the weekend, but he may not be in jail for long.

Joseph Kadlec, 71, remains in jail, but when FOX 9 News went to speak with his family on Tuesday afternoon, they were already preparing to bail him out while loading guns into the trunk of their car.

Kadlec is accused of shooting a motorcyclist in the face on Saturday afternoon after he became enraged by a couple of motorcycle riders who were speeding on Highway 65. Instead of letting it go, prosecutors say Kadlec swerved toward one of the riders and set off a high-speed chase of cat and mouse that ended in the police station parking lot.

"At one point, one of the motorcyclists is alleged to have kicked the side of the vehicle driven by the defendant," Isanti County Attorney Jeff Edblad told FOX 9 News.

Police say the confrontation came to a head when the motorcyclists pulled into the parking lot of the Isanti Police Department and Kadlec began arguing with them.

"You can't make stuff like this up," Edblad said. "You just can't."

Neighbors in the area began calling 911 about the fight when Kadlec, who has a conceal-and-carry permit, pulled out his handgun and shot the 29-year-old victim at point-blank range in front of his wife. The bullet shattered several teeth and was protruding from under the victim's right ear.

"It could probably fall under 'truth is stranger than fiction,'" Edblad said.

Officials say this is not the first time Kadlec has lost his cool behind the wheel. In March of 2010, he was given a warning about how to handle road rage situations and his name has shown up in a handful of other road rage cases -- including one with another motorcyclist. Yet even with that history, Edblad said this case is certainly a first

"It's always distressing when you see that lack of civility, that lack of courtesy on the road -- but we have not seen anything in Isanti County that has risen to the level of somebody ending up with a bullet in their face," he said.

Kadlec has been charged with three felonies, including first-degree attempted manslaughter, in the case.

Bail has been set at $100,000 with a long list of conditions. If he posts bail, Kadlec must forfeit his driver's license, give up his conceal and carry permit and turn over any weapons he owns.

The victim, who was shot in the face, was released from the Hennepin County Medical Center on Tuesday. Police say he is lucky to be alive, and was still conscious when he was flown in for emergency care.
