But last week staff said Jackson's condition is more serious and requires inpatient medical treatment. A statement said Jackson also has been grappling with emotional issues.
No details on Jackson's whereabouts or exact medical condition have been released. A spokesman hasn't returned messages.
Durbin says that Republican Sen. Mark Kirk answered questions about his condition with a video after suffering a stroke earlier this year.
Durbin says public officials have a responsibility to voters.
