What does 'certified pre-owned' really mean?

Buying a used car can make you feel like you're venturing into the unknown.  You might have noticed that big car dealers offer cars they call certified pre-owned, but what does that really mean?

Generally speaking, dealers have a checklist that they go through before they give a used car the label of "certified pre-owned."  But does it guarantee anything about the car, or is it just a marketing tool?  As FOX 5 I-Team reporter Dana Fowle discovered, the answer depends on who you ask.
