Chicago - No doubt you've been approached before election time by someone with a clipboard, asking you to sign a petition to get this candidate or that candidate on the ballot.

It's a time-honored tradition in Illinois and many other states.

But critics say the petition process is as much about keeping people off the ballot as getting people on it.

Christina Tobin is the founder of the Free and Equal Elections Foundation, a non-profit public policy group working on ballot access issues across the country.

She is also running for California secretary of state as a Libertarian.
