Gov. Pat Quinn wants a quick decision on whether to move suspected terrorists to an Illinois prison.
He says the state will get what he calls "fair market value" from the feds if they buy the mostly empty facility in Thompson.
The plan would be to relocate detainees from Guantanamo Bay.
Republicans call it risky.
Quinn and other Democrats say the area needs the financial boost and the site seems to be a front-runner.
The Department of Defense will make the call on which prison will be used to house detainees.
Then, the plan would be subject to congressional approval.
Quinn says he expects that vote in congress "rather quickly", and he says he does not need the approval from the General Assembly in Springfield.
State Republicans disagree.
