The Illinois Department of Children and Family Services is investigating after Chicago Police found a woman and 3-year-old girl safe after the child was abducted in southwest suburban Plano on Wednesday.
DCFS spokesman Jimme Whitelow said the agency is investigating the incident involving Rheannon Jermon, 3, and has had a prior allegation of neglect against her mother, Theresa Harskey.
At 5:30 a.m. Thursday, a concerned civilian called Chicago Police and said the two people wanted on the Amber Alert from Plano were in an apartment in the 300 block of South Whipple Street, according to a News Affairs statement.
When police arrived, the child appeared to be in good condition and she and her mother were taken to the Harrison District police station, according to the statement.
The alert indicated Rheannon was abducted about 10 a.m. Wednesday from 515 May St. in Plano, according to the Illinois Amber Alert Web site, which said police believed the 40-year-old Harskey took the girl.
Authorities claim Harskey has a history of drug use.
Plano police are handling the investigation but were not available for comment Thursday morning.
