Chicago to Fine Dog Owners Without Pet License

    Chicago - The city is prepared to get tougher on dog owners who don't get a license for their pet.

    Starting next year, city residents who don't buy tags for their dog will risk fines of up to $200.

    Licenses cost as little as $5, but according to the Animal Care and Control Commission, fewer than 5 percent of city dog owners buy them.
